Enforcement supported the bill submitted by the President of Ukraine on amending the Criminal Code of Ukraine regarding liability for offences committed by the criminal community No. 2513 of 02/12/2019. When considering the bill, parliamentarians appealed to the ECHR judgement in the case of Ashlarba v. Georgia (Ashlarba v. Georgia, No. 5554/08) and the Presindent’s of Ukraine statement, who noted that Georgia’s criminalization of «thieves' underworld» as a representative of the «criminal world» does not violate Art. 7 of the Convention for the Protection of Human Rights and Fundamental Freedoms.
Draft law No. 2513 of December 2, 2019 proposes to amend significant changes to the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine.
